10.4.2 THE MINISTRY OF DEFENCE

The Minister of Defence is responsible for all military matters within a city. Their primary functions include protection of its citizens, enforcement of the law, army recruitment, and declarations of war.

The Minister must be an enlisted soldier to be appointed to this position. Upon appointment, they will automatically be promoted to the highest rank in the city's army.

Aides in this ministry are responsible for managing city security and combative readiness; the Minister handles management of the military forces and the filing of bounties.

The commands associated with the Ministry of Defence are:

CITY FINANCE REPORT DEFENCE [<year>]
 - The detailed report for this ministry for the given year.

CITY REPORTS DEFENCE [<year>]
 - Non-financial general report for this ministry.

ARMY SHOW                   
 - Show the status of your army.

ARMY CONSCRIPT <person> 
 - Induct a citizen into your city's army.

ARMY PROMOTE <person> 
 - Promote a soldier to the next rank.

ARMY ASSIGN <rank#> <power> 
 - Assign a power to a rank in your forces.
    Powers are:
    ARMYTELL  : Use of the army channel.
    ARMYWHO   : List online soldiers.
    MEMBERS   : List all enlisted soldiers.
    DISCHARGE : Dismiss a soldier from the ranks.

ARMY LISTPOWERS <rank#> 
 - List all assigned powers for a specific rank

FUNDS DEFENCE
 - See how much money your Ministry has. This must be done from the Council Room.

CITY ENEMY/UNENEMY <person> <reason>
 - Brand a person an enemy of your city.

CITY ALLY/UNALLY <person> <reason>
 - Brand a person an ally of your city.

CITYWITHDRAW DEFENCE <amount>
 - Withdraw funds from the Defence coffers.
 - Available to Admiral only.
