This "Enemy-status" nonsense

I think I'll save poor Calla the gold to expend upon these boards and
answer that last writing for her. The original deal Shallam offered to
Hashan (and I should know this offer being that it was offered to _ME_)
Was that Shallam would ally everyone that was enemied due to this 'War'.
The word "everyone" was then further detailed and defined as such: Any
actions made by citizens of the two cities, be they aggressive or not,
that resulted in an enemy status, would be justified as merely
patriotism to their home, and as such, forgiven. The cities would brand
them allies once again, no matter their crime.
This was then further discussed, resulting in Shallam agreeing to take
the first step in this enterprise. Shallam agreed to make allies of all
those enemied due to actions occuring during the war. Hashan then
agreeing to ally it's enemies in responce.
This agreement was made as part of Shallam's effort to show appology for
the mistakes made. Further, Shallam agreed to publicly post an appology
for it's actions towards the city-state of Hashan. This was once again
stated by you in the most recent discussion...but this is an arguement
to be brought up for another day.
Your cause for obvious, and not unwarranted, confusion is now organized
and explained to you I'm sure, good day.
