the venome treaty

After reviewing the venom treaty and it's admendment, i have found a break in the treaty. If anyone interested would read public post 7744, it clearly states that any non-serpent class individuals found guilty will be judges by a panel of all three guild leaders and all three city leader. If found guilty of severly undermining the treaty they will suffer the repercussions outlined. Enemy status from all three cities and whatever actions the guilds dedcide to take from simple boycotts to whatever is necessary.
After reading that official admendment, i'm calling the treaty broken null and void! The agreement was broken on behalf of the dawnstriders when Noxalar was killed without being confronted by the proper people, those being the 3 city leaders and the 3 serpent guild leaders.
And no you can't enforce a rule over a city which has not signed the rule! Only the guildmembers of the Guilds which have signed said rule.
Now i'm going to be looking deeply within my library to try and ressurect Noxalar. Because of the many years of handeling venoms, i may have found a reviving cure for him.
