Noxalar and the Venom Treaty

I don't know the details as to the happenings with Noxalar, but for clarity's sake, I'll point out this -- Noxalar is a serpent type, though not of any guild, who can milk his own venoms. Hence, what applies to him is not what Xianty has believed to be. I'll quote from post #7737:-
If the individual accused is of the Serpent Class the severity of their
transgression will be judged by a panel of all three Serpent Guildmasters. A guilty verdict can only be reached if there be no doubt in the minds of any of the panel regarding the harm the accused individual has caused.
In regard to this venom treaty, the debates and controversies over it have been most inspiring. I, as Overseer of Ashtan, took the oppportunity to agree to it as a first step towards better trade relations between cities and guilds. No treaty can please everybody in every way. This has proven time & time again with all the other treaties we have ever signed.
I am always be open to re-negotiations. If we can't agree on something, let's move on and talk further to find a new meeting point.
