any of our citizens within the walls of Ashtan, not without any valid
license from the government of Ashtan."

If this were allowed to happen, it would certainly take much prestige
away from the government sactioned orphanage/child slaughterhouse, would it
not? As in all things, Ashtan is greedy, and wants first claim in
mutilating its citizenry.
