As it stands, we only recognize all whose names appear on the list of our Citizens list as full citizens, who enjoy full rights and privileges of citizenship in Ashtan.

Some may claim to be loyal subjects. Some may claim to have resided in Ashtan forever. Some may wander all day in Ashtan. Some may hold prominent positions in Ashtan guilds. To enjoy the full protection of the city of Ashtan, one must have citizenship, nothing else.

As for the orphans in Ashtan, they are considered chattels of Ashtan. It is within the jurisdiction of Ashtan to decide whatever citizens may do with them.
