DECLARATION OF PURPOSE
Shallam, the Jewel of the East, is a city of Law and Goodness. Shallam
declares itself to be a democratic city of free people, imposing no
philosophical or religious beliefs upon its citizens except as necessary to
ensure security of the city.

CITY BOUNDARIES
Shallam claims all lands that are under protection of the city defenses, and
any adjacent indoor locations such as the Basilica, the Palace, shops and
guildhalls. This includes the sewers of Shallam. No permanent or
semi-permanent constructs, such as sigils, and wormholes, may be constructed or
brought into these areas without consent of the ruling council.

DUTIES OF CITIZENS
Citizens of Shallam must report, via the city channel or tells, hostile acts
which they witness within the city. Citizens who accept the position of
Sultan, Vizier, Minister, or Aide must do their utmost to fulfill their duties
with only the best interests of the city in mind. All citizens of sufficient
game time should vote in all elections and referendums, in respect for the
democracy upon which Shallam is based.
Citizens are also encouraged to aide the city by donating funds, enlisting men,
and offering whatever aid they might provide when called upon. No citizen
outside of the Ministry of Security is required to fight physically for the
city, but all are encouraged to do so.
Since Shallam requires that no hostile acts are committed within its walls,
citizens are asked to respect the boundaries and laws of other nations when
outside the city unless there is a proper reason for doing so, such as a war.

SHALLAM LAWS
Any citizen or his/her loyal creatures standing in, flying above, or burrowed
below any location within the city boundaries is considered to be inside
Shallam. Any hostile act against such a person, (unless that person is a city
enemy) successful or not, is considered an attack on that person - the location
of the aggressor is irrelevant (which means yanking or summoning them out of
Shallam by any means). A hostile act is any action, which could not be
performed by someone under Divine Grace, any illusions or deceptions that mimic
such actions. Such a hostile act is a crime against Shallam. Anyone who
wishes to test aggressive abilities within the city should be careful that all
in the vicinity are aware of the situation. NOTE: Orphans, Averroes, Hakhim,
shiftless men, etc. ARE sentient.
Any theft, successful or not, from any person or store within the city walls is
considered a crime against Shallam. Prisming, entering or being within a
storeroom without that person's permission is considered to be attempted theft
and, thus, a crime against Shallam.
Non-citizen of Shallam,who are not enemied by the city, while are welcome as
guests are not protected by the laws that protect the citizens of Shallam.
Non-citizens, who have ties to Shallam by guild ties, may request protection
under the laws contained within this document.
Any sentient who violates a treaty signed by Shallam and another party of which
he/she is a member has committed a crime against Shallam. Any sentient who
alters sigils, shrines, wormholes and the like which lay within the boundaries
of Shallam, contrary to the wishes of the ruling council, is guilty of crimes
against Shallam. Finally, attacks against Janizaries of Shallam, wherever they
may be, are a crime against Shallam.
Any sentient who is a member of a party involved in a treaty with Shallam will
be considered to have committed a crime against this city should they act in
violation of said treaty.

Entities are not allowed within Shallam (entities defined as those being from
the chaos plane that follow the Occultists through their use of the Domination
skill.
Enemies of Shallam may have a bounty set on their head at any time and it is up
to the Minister of Security to decide which enemies should have bounties and
which shouldn't. Non-enemies, who are not citizens, committing a crime will be
immediately enemied - if the situation requires clarification, this will be
done after the fact. Citizens of Shallam committing a crime shall face harsher
penalties and fines if found breaking any of the city laws. Citizens shall
always be given the benefit of the doubt when a situation is unclear.
Finally, aggressive acts outside of Shallam involving citizens are outside of
the jurisdiction of this city. However, should two or more citizens of Shallam
come in to conflict outside the city, they are encouraged to settle their
differences peacefully and remember their common ties.
To have the status of enemy to Shallam removed, you must speak to the Minister
of Security. It is his discretion, upon speaking with the ruling council (if
necessary) whether or not to remove this status or order penance of some
monetary value, or not to allow it under any circumstance.
Any person may attack anyone on the city enemy list at anytime that they enter
Shallam. It is not necessary to wait until they attack someone. Kill them on
sight if they enter Shallam.

STATE OF WAR
An official declaration of war against a city, guild, order, or other group of
Achaeans requires a public post by the Sultan of Shallam. In such an event,
all members of the enemy shall be enemied from the city for the duration of the
hostilities, regardless of their involvement, citizenship, or strength. All
citizens should actively hunt all such enemies when possible. Should the
parties involved agree to alternative rules of war, these will supersede these
few rules. Before a state of war can be declared the Sultan must first have
the majority approval of the Council of Viziers.
Any members of the enemy, who have ties to Shallam through guild or order, will
be addressed on a case by case basis. All others will be automatically enemied
for the duration of the hostilities regardless of their involvement or
strength.

TAXATION
Any taxation that might be required outside that of the realm of "automatic
taxation," will be run through the stewardship, and voted on among the ruling
council. If passed, the vote will be taken to referendum, where the citizens
will vote directly.
Citizens are required to pay a tax of 150 GP yearly. Those who do not pay said
tax on time are subject to any late fees or other taxation that the Steward
Ministry sees fit.

MINISTRIES
Each Minister has the right to form new laws that Relate to their said ministry
with only the approval of the council of Viziers and the final approval of the
Sultan. The city patron has the right to veto any law if there is sufficient
reason.
Citizens will not be aided to more then one ministry at any time. Those who
are aided to a ministry are expected to give their best effort in assisting the
minister and when serving under multiple ministers, this could cause a conflict
of interest in certain areas.
Ministers are selected from the citizens of the city and appointed by the
Sultan after the majority approval of the Council of Viziers is given. Any
citizen wishing to apply for a ministry must first meet the minimum
requirements set forth by the Sultan.

CITY LEADERS
The Council of Viziers is the elected group of leaders of the city and direct
advisors to the Sultan. Citizens are free to contest any Vizier they feel
unfit, but after a formal contention has been made, each participant must make
an official post of intent on the city newsboard stating their reason for
challenging and plans for the position.
Those putting themselves forth in contention of a Vizier must also meet the
minimum requirements of having been a citizen of Shallam for at least 10 years
and be of age 25 at least.

AMENDMENTS
Amendments to this Constitution may be made, starting with the ruling council
with a vote. Any passing votes will be made public referendums. The city
patron may make amendments to this Constitution, if needed.
