I was refering to current laws. You are trying to keep them secret from enemies it seems. Why not post them in the public like before? That's the obvious choice. I don't know why Shallam wouldn't do as they did before unless they want to keep it secret from city enemies so that those who do not wish to remain enemies can not know what to obey, how to become allied (if that is documented in the law), etc, etc.
