Publication of Ashtan and Cyrenian Peace Agreement

Greetings Sapience,

On the 23rd of Sarapin this year the Imperiate and I met and publically
put golden-black feather to quill, mutually signing an agreement that
brings to close the ongoing hostilities between the city of Ashtan and
the city of Cyrene. Below is the public record, serving as the
officially signed copy between our cities.

Terms of Agreement for Peace Between the City-States of Ashtan and
Cyrene

Ratified this 2nd day of Mayan, 562 years after the fall of the
Seleucarian Empire

Upon the approval of this agreement by both parties, the Overseer and
the Imperiate shall meet to discuss the terms of publication. Posting or
publicising this information by either side without the full approval of
all members of each council will result in complete nullification of
this agreement, and the continuance of hostilities. These terms are
written as agreed upon via coordination between both city councils.

Below are listed the terms of agreement. In cases where both Ashtan and
Cyrene are involved, the term "both parties" shall be used.

Term I: Cessation of Hostilities

Both parties shall refrain from engaging in official hostility toward
one another. "Official hostility" is defined as a coordinated raid that
includes an entry of territory with an intent to harm to multiple
personnel, and results in damage to property, guards, or to civilian
denizens. This agreement does not cover the actions of individual
citizens, including the fulfillment of contracts, the hunting of thieves
or high-profile city enemies (i.e., individuals using city property for
shelter from repercussions for previous individual action), or personal
disputes between individuals.

Citizens entering property of either city for the intent of personal
hostilities, while not violating the terms of this agreement, should
expect to be held accountable via imposition of enemy status and a fine,
per usual policies of local governments.


Term II: Limited Support of Alliances

In the instance that either party attacks an ally of the other party,
defensive forces may be employed to protect the interests of the ally
with the following limitations:

-Should an ally engage in offensive action during a battle, all troops
of the defending party must immediately disengage for the remainder of
that battle. Defense of territory during a battle while allied troops
are assaulting Ashtani or Cyrenian property will be considered a
supplemental measure of an offensive manoeuvre and thus be considered a
hostile action and breach of agreement.

A "battle" is defined as a contingent of presence in a territory. A
battle will not be considered over until troops have disengaged
hostilities for at least an eighth of a day AND the territory of hostile
occupation has changed OR complete disengagement of hostilities between
forces is sustained for AT LEAST two (2) days without change of
territory.

Thus, the following examples define appropriately the contexts of these
terms:

Example 1: Mhaldor raides Cyrene. Ashtani forces may not engage for the
duration of the battle. If, after initial disengagement of hostilities,
Mhaldor retreats to Mhaldor and Cyrene assaults Mhaldor, this is
considered a separate battle. If Cyrene simultaneously attacks Mhaldor
as a defensive response to the raid, Ashtani may not engage until the
battle has ended, thus negating the use of "defensive supplements" to
bolster offensive movements.

Example 2: Ashtan raids Shallamese Icons. Cyrene may defend. If a
counter-probe is performed, or a counter-attack of an Icon out of phase
by Shallamese forces occurs during a battle, Cyrene must IMMEDIATELY
disengage to include DEFENSE as the battle is now a two-territory
(Shallamese and Ashtani property battle) until such time as both forces
disengage completely from Nishnatoba, or two days pass without hostile
exchanges between Shallam and Ashtan on Nishnatoba. If one city clears
another from Nishnatoba, a re-entry raid is NOT considered a separate
battle unless two days have passed, as the territory has not changed.


Term III: Release of Civilian Liability

a. No citizen of either party that has engaged in hostilities after
public declaration of hostilities by the Imperiate shall be charged a
fine for raids committed during the time of government-sanctioned
hostilities. Time periods will be served as a de-escalation measure
using standardised time periods determined via local authority and law.
Indefinite enemy statuses shall not be imposed on any soldier due solely
to charges of raiding.

b. All general trade and visitation bans are to be lifted immediately.


Term IV: Acknowledgement of Independent Rights

As part of this agreement, parties will acknowledge the following:

By agreeing to this, the council and people of Cyrene accept that
Shallamese hostilities catalyzed the decades-long battles that have
erupted via abuse of the friendship of its neighbours, and acknowledges
that abuse, such as coercing its neighbours into supplementing its
offensive forces is unacceptable and will no longer be tolerated.
Shallam must stand alone, and must face the consequences of their
actions if peace is to be maintained.

By agreeing to this, the council and people of Ashtan accept that Cyrene
is an independent nation, not to be held accountable for the actions of
its neighbours. Cyrene stands independently of the influence of Shallam,
and makes its decisions independent of the influence of Shallam.
