The Church and the Crown

Hail Sapience,

Earlier this month, the Archprelate Rho Dev'Evensong, in pursuit of
whatever mad vision drives his fanaticism, excommunicated Hashani
devotion users and enemied our citizenry to the Church.

This action was done in direct contravention of undertakings given to
me, and to the city of Hashan by the Archprelate himself, who swore
before many witnesses that Hashani devotion users would not be
excommunicated, that they would, in his own words, "be left in peace".

There can be no negotiation with a man whose word is cast aside when
convenient. There can be no negotiation with a man whose
privation-induced visions of fire and destruction continue to blind him
to all sense and reason. Others may be willing to treat with such a man,
Hashan is not.

Hashan has always stood for, and will always stand for, openness,
tolerance, diversity, respect for knowledge and sheer bloody-minded
independence. The Church of the Archprelate is the antithesis of these
values. We continue to believe that wiser heads in the Church and
Shallam will eventually prevail, that the Church can cease to be a
Chapter House of the Anointed. We shall await developments with
interest.

Until that time, however, Hashan has no choice but to declare the Church
an enemy organisation. The following standing orders are now in force in
Hashan:

1. No Churchman or Churchwoman shall enter the city-state of Hashan on
pain of death.

2. No Hashani or Hashani ally shall trade with, or offer services to any
Churchman or Churchwoman or any person who it is believed will pass such
goods or services to any Churchman or Churchwoman.

3. No Hashani shop shall permit Churchmen or woman to purchase goods.

Note that these initial actions are targeted at the Church, under the
leadership of the current Archprelate, and not at the city-state of
Shallam, which houses the Church. We continue to hope that those
organisations are not one and the same, although the current Sultan's
actions to date do not give much comfort in that regard.
