In accordance with the terms of my previous post on these boards, the
Church has excommunicated, cast out and enemied all those who remained
citizens of those cities choosing Chaos over Devotion beyond the dawn of
this year.

Until such time as Chaos and Necromancy are barred from the heart of
Hashan and Eleusis, those cities shall be considered unworthy of the
presence of Devotionists or Church members. Any such found loitering in
either place without official purpose shall face sanction up to and
including expulsion, excommunication and enemy status.

As with all those who are enemies of the Church solely by dint of their
citizenship, any who choose to leave those places at a later date shall
need only speak with the prelacy to have such enemying rescinded without
additional penalty.
