After reading of your comments during the Summit and in your recent
post, I felt need to address your concern of an insult being directed
towards you concerning the absence of some city leaders at the Summit.

Nearly every city on this continent elects a group of its citizens to
lead the city and make decisions for it. These people then elect one of
their own to be 'in charge' with all the benefits it comes with. While
you seemingly intended to imply you wanted these special individuals to
attend the Summit, you need to realize that the groups that select these
people are held in regards as city leaders. So when you asked this, you
got officials from the city and not who you really necessarily wanted.
And many cannot make promises for the whole of their ruling council, not
even the leaders you expected to be there.

In other words, we do not use the political system of Empire, as the
Vertani do.

In our view, no insult was given by sending the leaders we did.

As a diplomat, you should understand the views of those around you
before taking insult from something they did not know was one. Actions
like that tend to lead to conflicts that should not have happened in the
first place.
