"Unless it is one's own city"...well, I had meant ones own city...we
were speaking of Evil, yes? As for how...it is a matter of human
(humanoid?) nature, Sir.

You see, people have a natural tendancy to gather around those that
share the same beliefs and goals as they do, either within a city or an
Order (etc), thus advancing oneself inherently advances ones city (or
the goals of a Divine- which addresses your second statement). To
further touch on the Divine statement...it is quite easy to further ones
own goals without "working entirely to advance the Divine" especially
when said Divine dictates that you serve Him by serving (advancing)
yourself.
