Unfortunately, I believe I have not fully understood your explanation.

If one is working for oneself, how can one work for ones city or ones
own Divine? Unless it is one's own city, it seems like one would be
working to advance someone else' goals, not ones own. And working for
ones own Divine also seems as if it is working entirely to advance the
Divine, not oneself.
