Perhaps not, but seeing as how the Mhaldorian Government withdrew from
the Oakstone/Mhaldor treaty to allow such a thing, common sense says
that the Mhaldorian Government encourages said exterminations, or they
would not of withdrawn from the treaty.

I do, however, find it VERY ironic that you state such a thing, when
your Tyrannus doesn't comprehend the difference between the acts of an
individual and Oakstone. I am making this post as an individual

Oh, and Tybalt...you're claiming twenty pk's for all my traps hitting
you...my traps...right...because all the Druids have woodlore....

Mhaldor need merely negotiate a new treaty with Oakstone regarding
Exterminations. Mhaldor did not live up to its end by casting out and
enemying Tybalt, Elbryan, Malchaia and others when they exterminated.
You cannot blame Oakstone for Mhaldor's lack of ability to honour its
word.
