More death changes

We have made the following changes to the death process:
- RIVENSENSE (Perception) now lists players who are in the death room with Charon.
- Experience loss has been restored for deaths to city/towne guards, if they happen inside a city/towne that the guard is loyal to (meaning you don't lose experience if you die to siege weapons outside of a city, or to another player inside a city). This is currently the only situation in which you can lose experience, and is done to prevent incurring heavy gold costs to other cities at no loss to yourself.
- If you die to another player and your body is picked up by a player who has declared you as his/her enemy, requesting passage will now take 30 seconds instead of being instant. This does not apply to bashing deaths.
