I understand personally your concern there. I have two
responses for you concerning it.

First, the current Oakstone charter allows a city to
ask for exemption of the Oakstone laws WITHIN its boundaries.
Should, for example, Ashtan decide to declare the Black
Forest an annexation to the city, this would not be
recognized.

Second, make no mistake, there is a difference between
a forested room, and an entire Forest.

Actually, I suppose I have 3 things for you: Third:
in the past, Citizens of various cities HAVE been disciplined
by Oakstone for violating Oakstone law within their
city limits. It has been an occassional problem,
rather small in scale compared to others, that has usually
been resolved without extreme problems between the
cities and the Forest organizations. Now, you have
recourse officially via the Oakstone charter, has
Ashtan consulted with the Council on the issue?
