The Jewel of the East hereby rejects the demands of the Hashanin
government. This entire farce was begun over Charlotte, and Hashan's
demands for 'justice'. After her repeated attempts to turn herself over
were denied, Hashan sought conflict with Dresden by repeatedly baiting
her. After she was attacked inside Hashan, then subsequently enemied for
defending herself, she did indeed return to attack within those walls.

Why Hashan refused Charlotte's offer to surrender herself to their
courts? I do not know. Why has Drakul demanded the unthinkable, that we
turn our backs on a former Sultaness of two decades? I do not know.
Because as Drakul was told well in advance of his post, Shallam will not
abandon Dresden in her time of need. So war it is.

By vote of the Council of Shallam, I hereby declare reciprocal
hostilities toward the City of Hashan.
