Well the city of ashtan has no use for shrines be they harmful or beneficial.
As we do not nor have we ever needed or required or wanted any kind of aid from the church or shrines.
And as to your mention of Occultist/Kharon Empire II, you forget that many of the snakes are part of the city and integral parts of its government so it is not as you suggest.
For if it were just the Kharon and Occultists im sure the snakes would be getting thier asses kick(no offense to those on our side or good friend, wink) along with the church
