All non-serpent class individuals found guilty will be judged by a panel of all three guild leaders and all three city leaders. If found guilty of severely undermining the treaty they will suffer the repercussions outlined. Enemy status from all three cities and whatever actions the guilds decide to take from simple boycotts to whatever is necessary.
