It appears to me that you have your new policies confused. You stated... "And as Soul Fanel says, if Rurin continues to sell at his standard prices, will the assembled non-might of the six who signed this so-called treaty force our longest-standing merchant out of business?"
"The six" never made reference to forging prices in this treaty. In fact, to my knowledge, the forging pact did not seek to gain approval of the 3 great cities of Sapience, as the venom treaty did. And if you can point out to Us one shop in which Rurin sells venoms below the fair market fare, the answer to your question would, indeed, be "yes."
