I dont recall saying anything about shrines offensive capabilities, but
yes they can be used offensively (at least offensively against someone
who attacks you in the influence of one). If they werent dangerous you
wouldnt refuse to fight me in the influence of one now would you.
Also you claim you speak for the citizens of Ashtan? Were you elected
by anyone but yourselves to this postion of overlord? If there was an
official request to the church by the properly elected representives of
the City of Ashtan then the matter would need serious consideration, right
now its a bunch of would be dictators once again (remember the Kharon empire)
attempting to decide the fate of others. If I must be the first to die,
then come on...I'll take some of you with me at least.
