They are not the same thing, and one does not ensure the other.
I write this because of no particular argument, only the overall theme of picking at laws and rules. Using Constitutions and Charters as something to hide behind or in other cases something to justify an action made for far pettier reasons than Justice.
Every law that is written and every rule, spoken or otherwise, should have some reason behind it. This reason is known as a principle. 'Do not steal'. Simple. The principle is respect for other people's belongings. Some choose to obey it, some make only the pretence. Some are even honest about they're decision not to. I would like to point out however that the last decision I mentioned is not a defence. If you steal, you violate the principle. Even if you did not technically 'break the law'.
I see new laws written, old ones enforced, legality seems to change each day. Principles do not. Therefore I advise each city, every guild, and all of you personally to examine the principles behind our laws. Enforce those, in yourself and others.
To forestall the barrage of accusations, I make no pretense at being a saint. I have violated nearly every principle out there, excepting a very few. I am an wrinkled, old grook with a long way to go toward any redemption, but I have lived long enough to learn things in my head, if not with my heart.
