If it was chosen to have a town or some such place a safe place, perhaps
you could make it not entirely safe. Rather than being incapable of
attacking or so on, or getting zapped... Have a number of powerful
guards who quickly swarm anyone who is commiting a crime (murder) or
such, with a quick shout from the victim.

Of course it would be important to have the guards actually powerful
enough to enforce it, but this would not completely stop the assasination
or a very enraged person from seeking vengeance, (albeit at a high price).
Then you could have it that anyone who did do violence in a safe place
be outlawed from it and attacked by the guards there on sight...unless
perhaps they bribed the captain or such.
