I think there should only be one safe spot on the map, perhaps some sort of religious spot where all forms of violence leave your mind. I don't agree for an entire village as a safe haven for diplomatic purposes, as that would just ruin the idea of assassination attempts, or whatever...violence is a part of the game, politics should not be exempt from that violence.
