I find your post funny....seeing how I've never even entered Shallam was I convocated twice by Dingo and Juno. So when you say, and I quote. "Shallam will allow the use of said abilities only in defense of the city and in exacting justice on those who are considered to be enemies of the city-state of Shallam." please make sure the people with this ability know they're duties and commands of their Sultan

p.s. I know Dingo is not a member of Shallam at the present but she "tried" to abuse the walls of your city. I doubt any actions will be taken on her, as her being a member of your guild, and I know how the Church likes to play favorites when one of their own brakes the laws
