This is just to clarify the city-state of Shallam's stance on the use of hoisting and convocation.

Until such time as the use of vortexing, lust tarot or any other means of summoning a mortal from the safety of wherever they are into the confines of Ashtan or Hashan is outlawed by the said cities, then Shallam will allow the use of said abilities only in defense of the city and in exacting justice on those who are considered to be enemies of the city-state of Shallam.

Those who are not enemied in Shallam are welcome in the Jewel of the East. Those who are and wish to atone for their crimes against the city should contact the Minister of Security about setting a fine or a way to have the status lifted.
