The opposite is true. If I am vortexed into ashtan and am not an enemy of that city and am killed, would Ashtan enemy the snake. I do not know Ashtans laws or anything but I was enemied a long time ago .. a very long time ago .... for attacking someone in the city, and they did not die. So if I was for that would a snake be enemied for doing so to me ... the answer ... no. They would not as it has happened before, and were not. I presume (although presumption is the mother of all @#$&*#@) the laws of all three cities are the same.

I would also like to point out I have no authority in Shallam whatsoever and so my opinion and logical interpretation is not city law, do not take it as so
