Shallam stockroom law

Well, the law that Caerid has been romoured to speak of, at first glance, seems rather rediculous to me. But could someone of Shallam confirm this law. If it really does exist, then I won't knock it. But if such a law does exist I have a question:

If a citizen of Shallam forces someone, beyond their control and prevention, to break this law, then isn't it really the Citizen who is the criminal? I mean, if someone is Convocated or Delivered into a storeroom, but is not a citizen, isn't the summoner actually breaking a law of Shallam and diserve to be enemied. This has happened to me once or twice, and I know many others whom this has happened to.

Please, do post as to the validity of this law. And if it is really a law, I would be happy to message one of the rulers of Shallam next time a citizen breaks a law in such a way, so that they may be justly braned a criminal in the city.
