Wormholes were banned in the city of shallam when they were used
agressively to suck citizens out of their own city to their deaths.
As a sovereign state Shallam has the right to ban wormholes, just as
Ashtan and Hashan have banned the placement of shrines within their
walls.
The church respects the right of the cities to decide what will
happen within their walls, and excepting times of war does not place
shrines in these locations.
