You say shrines are the tools of the church, do nothing by themselves by used by those with devoiton. The others say that they do not want the shrines outside Shallam, telling of their distrust of the members of the church. So, if they don't trust the church, why should they let shrines outside Shallam? Apparently they've been hurt once by them, as have I, why should we let you have the chance to do it again?
