I see a slight flaw in your logic.
Thing is... its not the Paladins who are "perfect", its the code, and the ideals by which they live. So since only the Divine are perfect, the followers are quite entitled to make mistakes, be it in commiting the transgressions which lead to excommunication, or in the decision to excommunicate.
Hence your little paradox doesnt exist. -grin-
