I must say that I really like the ideas which have come up, but i have another reason that something needs to be done.
People get convocated or summoned or hoised or however its done, and killed in the cities. Thats bad enough when its a direct act of war.
But its possible to hoist, summon etc a person you have a totally different fight with... it could be cos he attacked your sister in a different city, or something totally unrelated with the war/conflict between the person and the city, yet that person can be forced into the city and slain there. This, in my opinion is perhaps the main problem with the system. If city defenses were more diverse, then perhaps this sort of thing could be minimized.
