City Defences

I would like to ask a question and I am doing it here because I think it is applicable to everyone. Not just you and I.
Why si there not an option in the referendum on increasing city defences?
Everyone I have talked to in my recent visits, have said it is a stupid idea. Fair enough vote to remain the same. But the same people have said that making them stronger would also benefit. Someone is enemied from a city for a reason. To keep them out. At the moment (speaking personally here). Shallam's enemies are fine to waltz into Shallam, kill the citizens when being attacked by defences and walk out. Of course they usually attack those weaker than them. I dont think they walk in and try and kill the strongest of the citizens they can find.
Achaea is a great land, and offers so much. Not just a place for bored people to kill each other. Defences give some people a safe haven from those more aggressive people who cant come in and kill them. I (personally speaking) think there would be a benefit to making the defences stronger, and believe ther could have been an option included for that as well.
So only the strongest of people can enter and survive a city while enemied
