Hashan

Once again, the city of Hashan neglects its own documents. Law abiding
guests of the city, who are not even citizens, can kill Hashan citizens
without cause, without provocation, and yet they still enjoy Hashan's
protection.

When I spoke to an official of Hashan about this matter, it was stated
that if a bounty would be placed on this particular guest's head if he
continues his behavior. I suppose only two deaths of a Hashan citizen is
not sufficient to go ahead and take some action, since it appears that he
is welcome as an ally of those who follow darkness. But even this is illegal
according to Hashan's own documents. This guest deserves a trial before a
bounty is set, but what of this? It is only a law, why should it be followed?

Outstanding usage of a document that has been proclaimed as the model for
freedom. Freedom to twist the law to the advantages of those who embrace
darkness.
