To Clarify

Maybe I wasn't clear. I tried to be a bit vague since giving away quests is wrong. What I meant is that there it is possible to do orphan thing without killing them and without enrolling them in Shallam. They are homeless orphans and thus are not loved so I don't see the point of the "taking away loved ones" thing yo posted.
My main point is that you can lead orphans to a healthy productive life, even more productive than that they will get in the Shallam orphanage (and, obviously, the Ashtan orphanage), thus enemying people for leading orphans out of Shallam is presumtuous since it is very possible that the person doing so is trying to help the poor dears. It is best to find out for sure where the orphans were taken before enemying unless Shallam supports enemying based suspicion instead of actual proven guilt. I'm not really sure how the Shallam courts work, though.
