Well yes some of my citizens may have partialy broken the treaty, however after my adminstration talked to these select individuals these problems were rectified, hence why none of Ashtan's citizens have been enemied from all three cities.

I am also hearing from little birdies that many of these warnings that are being handed out are under false accusations (such as Skarash's) which can only lead me to believe that many other warnings were made by questionable authorities.
