First to address Dekkars question about Halo defiling before the treaty, that
is not the case as that shrine didn't exist before the treaty.

Secondly...

This is another case of disregard for the treaty by Ashtan....

You commune with the shrine and discover that Isamu was the last to defile it.

I believe he has already had his first warning, so this being another case of
defiling, I believe that under the treaty, Isamu is to be enemied from all the
cities. I await the word from the leaders of Ashtan and Hashan on this matter.
