I spoke to Vexlore about this, and indeed it was deliverance, NOT
convocation that Dalamar used. The previous instances of Dalamar
using convocation were before I even knew the treaty existed, and
thus my official public post to everyone concerning convocation.
Therefore, Vexlore, did indeed go against the treaty that was set
up, and here is his first, official warning to stop defiling.

Napoloen: I quite agree with you (and Dingo) that this treaty
needs quite a bit of work. It is quite a good base, considering
the speed with which it was written, but it obviously is missing
some much needed clarifications. I wish to extend Shallam's arms
in attempt to open negotiations so that we can get this settled,
once and for all.
