I can read, Napoloen. Mical's statement of intent has no legal base in any reading of the provisions of the treaty, it seems to be his interpretation. Your's as well, no doubt. If everyone agrees to that reading, fine. Put it in the treaty. I have no problem with it. Should have been done in the first place, is all I'm saying. Personal interpretations of treaty provisions is obviously no way to draft an instrument of state, it should be crystal clear to all. The other provisions are clear enough, generally. This should be no exception.
