Ashtan: Gem of the Empire

The situation with the Church is simple. Until the shrines are removed
Church members, templars and priests specifically, will not be allowed
within Ashtan. Church members may hem and haw all they wish over their
justifications for erecting these blood soaked shrines whose only
purpose is to intimidate, influence and bend others to the Church's
will. They must be banished from Ashtan. Once the shrines are gone, we
will consider opening Ashtan once again to the Church members who desire
to peacefully co-exist within the Empire. Clemency may be given to the
very young priest or templar desiring to travel in Ashtan, at my sole
discretion (or an Imperial representative). We will hear no more on this
matter.

Since Rip is not allowed in Ashtan as he is a templar of some standing,
we order him to be executed if he enters Ashtan, as with any other
templar or priest, until the shrines are removed. Until the shrines are
removed, it is irrelevant whether or not he has a legitimate blood feud
with Alanna.

A blood feud is a fight between two individuals or groups of individuals
whose animosity has escalated to the point of physical confrontation.
If a killing occurs within Ashtan and a grievance is brought before us,
we will decide, in our sole discretion, whether or not it was a blood feud
exception.
