Rise of the New Ashtan

Greetings, Loyal Subjects,

We are most gratified to the Kharon Empire for their endorsement of our
reign as Overseer of Ashtan. Those who know us know that we seek to
establish peace and harmony within the fair walls of Ashtan. No one can
doubt our sincerity and goodwill towards those who are young, needy and
inexperienced, as well as towards those who have proven themselves to be
loyal and compassionate comrades. We are a fair and benevolent Overseer
who seeks to protect you, your livelihood and your individual development.
We encourage those of you who have questions, grievances, comments and
suggestions to submit them to us.

First, we wish Ashtan to uphold religious freedom and any landmarks
representing any religion is an offense to this freedom. Therefore, our
first decree was to have the shrines of the Church within and around
Ashtan removed. As this was not done and until these offensive shrines are
removed, no Church member will be allowed within Ashtan. Clemency may be
given, at the sole discretion of ourselves and/or Imperial
representatives, to the very young templars and priests who may be
innocent bystanders subjected to the whims and machinations of the Church
ruling caste.

Second, we abhor violence and decree that there will be no killing within
the walls of Ashtan. We believe that a safe and secure environment is
necessary for the well being of those in Ashtan, especially those who are
young and inexperienced. The only exceptions are (1) Imperial
representatives enforcing this or any other law, (2) any who engage in a
blood feud, and (3) self defense. A blood feud is a recognized animosity
between two individuals whose hostility can only be resolved in armed
conflict. If there are any questions of whether a blood feud exists between
two parties, we or an Imperial representative will make the final
determination of whether a conflict is indeed a blood feud or not, at
our sole discretion.

Third, as many may have gathered from the tone of this missive, we are
most concerned with the well being of the young and inexperienced in
Ashtan. Therefore, we will establish a mentoring program whereby the
older and more experienced can help establish those who are younger.
In this regard, please send us a message if you either wish to have a
mentor or be a mentor and we will pair up parties and arrange a time for
both to get together. We are looking for an appropriate administrator of
this mentoring program and applicants are encouraged to apply to us
directly.

We hope to see Ashtan become the gem of the Empire and with your
support, we are confident it shall be.
