You are mistaken in your reading of the Treaty, Sinistar. While it clearly states that certain shrines are protected and others are free for defiling, that doesn't mean that there will be no consequences for doing so, merely that the unprotected shrines recieve no special status and are in that regard free for defiling. Additionally, the Hall of Pillars shrine has been defiled out of existance, and that CERTAINLY is in flagrant disregard to the provisions of the Treaty. That is not to say that ALL defilers will be killed for their actions. For my part, I don't make it my personal policy to punish those who do so within reason, ie: as part of an intiation or perhaps as a show of defiance to the Church. But systematic defilement of shrines is another matter entirely and, according to the language (or lack of language) in the Treaty, may be punishable by death, tho I tend to draw a line short of that, wherever possible.

Unfortunately, there is no Scroll of Remedial Communication in the HELP COMMUNICATION section of the Achaean Library...pity really, it would help your language skills immensely.
