On Dictums, Decrees, and Edicts

To the Esteemed Regents Council,
It is with the full weight of my station as Knight Commander of the Hashani Knights that I write to express my concern regarding the recent directive concerning Eleusian presence within Tasur'ke and the territories held by Hashan. While the Knights of Hashan remain steadfastly beholden to the governance of Hashan and to the protection of her citizens, we are also bound to maintain the discipline, restraint, and dignity that our station demands.
The provisions set forth in this directive, particularly those that extend to Tasur'ke and the surrounding territories, risk overstepping the bounds of prudent governance. To treat Tasur'ke as a literal extension of the city is not only without precedent but stands to inflict harm upon the very mercantile lifeblood that makes the harbour valuable to Hashan in the first place. To constrict her through heavy-handed restrictions would risk driving away the commerce and neutral exchange that benefit both Tasur'ke and our city.
Further, the mandate to expel all Eleusians from these holdings, even those peacefully visiting or engaging in legitimate trade, is an edict that invites hostility where diplomacy and discretion would better serve us. The Knights cannot, in good conscience, execute so sweeping a command against those who are not enemies of Hashan by right of deed, but merely by association of birth or allegiance. To do so would compromise our dictums and violate the decorum that we are sworn to uphold.
Accordingly, I am issuing a complete stand-down of all Hashani Knights regarding the enforcement of this directive within Tasur'ke and the Hashani-held territories. Until a more balanced and judicious approach is established, the Knights shall not act to remove or censure any Eleusian who enters these areas in peaceful purpose.
