You may ban folk from Hashan and enemy at a whim, but you have no remit, "city law" or otherwise, to murder and eject said enemies simply for visitation of the locales you state.

You cannot prevent the use of a public harbour and access to locations of import just because you say you can.

I suggest you revise your prior post so this statement regarding murder on visitation is revoked, for all but Hashan:

"As is customary, any enemies found within the territories of Hashan, the Sunderlands, or Tasur'ke, shall be subject to immediate removal by lethal force in accordance with city law and policy."

You simply cannot.
