Cyrene's naval force will continue to hunt Artanis and any ship he is on. He deserves it.

Cyrene will also continue to enemy anyone who attacks a Cyrenian ship unprovoked. It is not difficult to tell who is the aggressor at sea--it's the ship that fires first. We have numerous sea traders, fishers, seamonster hunters, and other peaceful sailors who bother nobody.

Those policies do not conflict.

Deziny and Artanis were charged for the sinking of Sarah, who was seamonster hunting and had nothing to do with any sea battle. Artanis made a choice to switch his target from Tarvius, who was honourably engaging him, to Sarah, who was seamonster hunting nearby and didn't fire a shot his direction. Artanis and Deziny sank her. Deziny should not fire a ship weapon if she does not even know who she is shooting and why.

I am happy to un-enemy Deziny once she pays her fine, which will be given to Sarah to pay for her token costs.
