- Artanis is to be attacked on site by Cyrene's sailors and navy.
- Anyone who fires 'unprovoked' on your vessels will be enemied.

You cannot have it both ways.

Anyone sailing with Artanis was provoked by your prior declaration of harm by Cyrene's sailors and navy.

Anyone sailing with Artanis does so at their own risk, but you can't logically declare them so and then enemy them when they defend themselves from your provocation.
