A declaration

For a long time, Cyrene had been considered a place that was in some facet tied to Good because we welcomed devotion users as citizens. This has impacted our efforts to be seen as something separate from the cities of Good in the past.
Cyrene now formally declares that as a city it is a truly neutral political entity. This means that all people, no matter their affiliation, are free to walk the streets as long as they are not enemies. Shopkeepers in Cyrene may no longer ban any from shopping and any who still do should be reported to the Chancellor.
We recognise that over the last few hundred years we have accumulated many enemies. This has been due in part to various factors including our ban of Mhaldorian Visitors and our prohibitive terms and fines for crimes. In the spirit of this new position of Cyrene in the world, we are declaring a single wave of universal amnesty. Unlike others who have declared an amnesty, we do not require any to have an escort or a guard.
We understand that some will cast this aside and quickly regain their enemy status. We realise that some may try to abuse this newfound faith that Cyrene has in its former enemies. Such is the way of things, and these people will quickly find themselves unwelcome once more. However for those who are able to see this as an opportunity for a new start with our city, we welcome you and we hope that this is the beginning of a new paradigm for the mountains we call our home.
