The Hashani, Fen

Salutations, Hashan.

The Qashar have given you every opportunity to maintain peace within
your city. I laid out consequences for disrupting the peace of Good
organizations in post 18366 and, for a while, there was peace. However,
recently two SerpentLords -- Fen and Xtizara -- breached the guidelines
set forth by setting foot on Good soil with the intent to steal. In that
instance, I chose to clarify the guidelines set forth in my post and
created post 18385 to lay out specific terms.

Shortly after that post, Fen again set foot upon Good soil in collusion
with the city of Evil with the intent to raid and kill the citizens
there. In this instance, again, I chose to forego doling out
consequences and instead spoke diplomatically with Regent Abernathy and
relevant SerpentLord officials who both assured me that they would
impress upon Fen the severity of his actions.

Imagine my surprise, then, when just this day Fen again set foot upon
Good land with the intent to disrupt the peace there. I attempted,
again, to solve the matter through diplomatic means by speaking with
Seneschal Laytron who informed me that, he had "heard nothing from
Cyrene or Shallam" and that "Fen does not represent Hashan."

Fen is a citizen of Hashan, an Esquire of the city and a member of the
SerpentLords who are based in the city of Hashan. His actions,
therefore, may be held in check by Regents, Seneschals and House
Leaders. As per my post 18366, "I will see to it that any blood spilled
on Good land will be cleansed by the blood of those that allowed it."

Fen is guilty of theft and murder upon the soil of Good men. However,
Hashan, your Regents, Seneschals, House Leaders and citizens are guilty
of allowing those actions and it is through your blood that his offences
shall be cleansed.

It seems a pity to punish the entirety of the city for the continued
offences of just one man and, as such, I shall postpone the 6 months of
occupation promised you in post 18385 for no less than 3 days during
which time you may seek to peacefully resolve this situation.

In the event that a resolution is not reached, your occupation shall
begin after the 12th of Chronos of this year and conclude on or around
the 12th of Aeguary of the next year.
