Shallam's stance on the Qashar

Long has it been asked for, and finally shall it be given.
The Qashar have left their citizenship of Shallam long behind them. We
have no authority over the Qashar or any of their actions, though some
still hold membership in Houses allied with Shallam. According to the
House-city charter that is almost universally duplicated we cannot force
a House to remove a member of their House. We can request such an
action, but it is not guaranteed that the House leader will follow suit.
We support the idea of fighting for Good and the Light against Evil and
Chaos, but in no way approve of the actions taken by them. Their actions
not only go against our ideals, but also against the ideals of our
Divine Patron Lord Pentharian and the rest of the Te'serran Alliance.
